RE : STATISTICAL COPIES FOR NON-ABI ENTRIES
PASS TO: IMPORT SPECIALISTS, ENTRY SPECIALISTS, INSPECTORS AND
OTHER INTERESTED PARTIES SUCH AS BROKERS AND IMPORTERS
HEADQUARTERS MESSAGE 5342071, DECEMBER 8, 1994, (ADMIN MESSAGE ID:
94-1237), REGARDING THE RENEWAL OF GSP, WAIVED THE REQUIREMENT IN
ADMINISTRATIVE MESSAGE #93-0449, DATED MAY 10, 1993, THAT FILERS
WHO OBTAIN RELEASE OF MERCHANDISE THROUGH ABI MUST ALSO TRANSMIT
THE ENTRY SUMMARY VIA ABI FOR ENTRY SUMMARIES COVERING GSP-ELIGIBLE
MERCHANDISE UNTIL GSP REPROGRAMMING IS COMPLETE. SPECIAL CARE MUST
BE TAKEN TO ENSURE THAT SUCH ENTRIES ARE PROPERLY REPORTED TO THE
BUREAU OF THE CENSUS.
ACTION:
1. ENTRY FILERS: AS WITH ANY NON-ABI ENTRY SUMMARY, A STATISTICAL
COPY MUST BE SUBMITTED. HOWEVER, DURING THIS WAIVER PERIOD ENTRY
SUMMARIES WILL BE SUBMITTED OUTSIDE THE ACCUSTOMED CHANNELS.
THEREFORE, WE ASK YOUR ASSISTANCE IN HELPING US TO ENSURE THAT SUCH
ENTRIES ARE PROPERLY REPORTED TO CENSUS. IN ORDER TO DO THIS WE
ASK THAT FOR THE ABI-RELEASE/NON-ABI SUMMARY ENTRIES YOU:
A. DELETE DURING PRINTING, OR OTHERWISE OBLITERATE, THE ABI
STATUS INDICATOR THAT MAY BE PRINTED IN BLOCK 2 OF THE ENTRY
SUMMARY DOCUMENT.
B. CLEARLY MARK ANY NON-YELLOW STATISTICAL COPIES WITH THE
WORDING "STATISTICAL COPY."
2. CUSTOMS OFFICERS: WHILE CARE MUST ALWAYS BE EXERCISED IN
ENSURING THAT NON-ABI ENTRIES ARE REPORTED TO CENSUS (AS WELL AS
THAT ENTRIES ARE NOT REPORTED TWICE), EXTRA CAUTION MUST BE TAKEN
AT THIS TIME TO REVIEW ENTRIES WITH GSP CLAIMS TO ENSURE THAT, IF
REQUIRED, THE NECESSARY STATISTICAL COPIES ARE SUMITTED BY THE
ENTRY FILER AND THAT THEY ARE MAILED TO CENSUS IN A TIMELY MANNER.
QUESTIONS REGARDING THIS MESSAGE SHOULD BE DIRECTED TO FRANK CROWE,
STATISTICS BRANCH AT (202) 927-0164.
