SUCH AS IMPORTER TRADE ASSOCIATIONS AND BROKER ASSO-
CIATIONS
THE CONSOLIDATED FARM SERVICE AGENCY (CFSA), FORMERLY THE
AGRICULTURAL STABIIZATION AND CONSERVATION SERVICE, OF THE
DEPARTMENT OF AGRICULTURE ISSUED A PROPOSED RULE IN THE FEDERAL
REGISTER OF OCTOBER 20, 1994 (VOL. 59, NO. 202, AT PAGES 52931
THROUGH 52940). THIS RULE PROPOSED TO IMPLEMENT A U.S. END-USE
CERTIFICATE PROGRAM FOR WHEAT AND BARLEY IMPORTED FROM ANY
COUNTRY OR INSTRUMENTALITY THAT AS OF APRIL 8, 1994, REQUIRES
END-USE CERTIFICATES FOR IMPORTS OF WHEAT AND BARLEY, RESPEC-
TIVELY, AS REQUIRED BY SECTION 321(F) OF THE NORTH AMERICAN FREE
TRADE AREA IMPLEMENTATION ACT.
CURRENTLY, ONLY CERTAIN WHEAT OF CANADIAN ORIGIN WILL BE
SUBJECT TO THIS END-USE CERTIFICATE PROGRAM (SINCE CANADA DOES
NOT IMPOSE AN END-USE CERTIFICATE REQUIREMENT ON U.S. BARLEY
IMPORTED INTO CANADA) WHEN A FINAL RULE IS PUBLISHED IN THE
FEDERAL REGISTER BY CFSA. WE WILL PROVIDE CUSTOMS FIELD OFFICES
THE FEDERAL REGISTER CITATION WHEN THE FINAL RULE IS PUBLISHED.
ADMINISTRATION OF THIS END-USE CERTIFICATE PROGRAM WILL BE THE
RESPONSIBILITY OF CFSA, NOT CUSTOMS.
