SUBJECT: THIRD TRILATERAL BRIEFING ON THE NORTH AMERICAN TRADE
AUTOMATION PROTOTYPE
THE CUSTOMS ADMINISTRATION'S OF THE UNITED STATES, MEXICO, AND
CANADA ANNOUNCE THE THIRD TRILATERAL BRIEFING ON THE PROPOSED
NORTH AMERICAN TRADE AUTOMATION PROTOTYPE TO BE HELD IN SAN
ANTONIO, TEXAS ON MAY 11 AND 12, 1995. AT THIS MEETING, THE FOUR
PROTOTYPE SUBCOMMITTEES WILL PRESENT THEIR FINDINGS AND
RECOMMENDATIONS TO ALL GOVERNMENT AND TRADE PARTICIPANTS IN A
PLENARY SESSION. IN ADVANCE OF THE MEETING, THE INFORMATION
EXCHANGE AND AUTOMATION WORKING GROUP WILL PROVIDE A DRAFT OF THE
FINAL REPORT FOR PARTICIPANT REVIEW. THIS REPORT, WHICH WILL BE
FINALIZED AT THE SAN ANTONIO MEETING WILL BE SUBMITTED TO ME AND
MY CANADIAN AND MEXICAN COUNTERPARTS FOR OUR APPROVAL.
SINCE THE LAST TRILATERAL MEETING HELD IN TORONTO IN JANUARY,
THIS EFFORT HAS TAKEN ON ADDITIONAL SIGNIFICANCE. AS A RESULT OF
THE PRESIDENT CLINTON\PRIME MINISTER CHRETIEN SUMMIT IN FEBRUARY,
CANADA\THE UNITED STATES AND CANADA ISSUED AN AGREEMENT CALLED "A
CANADA\U.S. ACCORD ON OUR SHARED BORDER." AMONG THE INITIATIVES
IN THIS ACCORD IS THE DEVELOPMENT OF COMMON DATA REQUIREMENTS AND
PROCESSES TO SUPPORT THE INTRODUCTION OF ELECTRONIC CLEARANCE OF
COMMERCIAL GOODS. THE NORTH AMERICAN TRADE AUTOMATION PROTOTYPE
BEING PROPOSED UNDER THE FRAMEWORK OF THE TRILATERAL DATA
EXCHANGE GROUP WILL BE USED FOR THIS INITIATIVE. GIVEN THE
IMPORTANCE OF THIS INITIATIVE, REPRESENTATIVES OF THE NORTH
AMERICAN TRADE COMMUNITY ARE ENCOURAGED TO ATTEND THIS MEETING.
