THIS ADMINISTRATIVE MESSAGE IS BEING PREPARED TO ACCOMMODATE THE RAIL
AUTOMATED MANIFEST SYSTEM (AMS) WHEN CARGO SELECTIVITY ENTRIES ARE
ASSOCIATED. ENTRY FILERS WILL BE REQUIRED TO PROVIDE ADDITIONAL
INFORMATION.

THE FOLLOWING INFORMATION WILL BE REQUIRED FOR ABI PROCESSING WHEN
ENTRIES ARE BEING CERTIFIED FOR CARGO RELEASE FOR RAIL MODES OF
TRANSPORTATION (20) RAIL AND (21) RAIL CONTAINER WHEN THE PORT OF
UNLADING FOR THE MERCHANDISE IS A NORTHERN BORDER SITE WHERE AT LEAST
ONE RAIL CARRIER IS PARTICIPATING IN THE RAIL AMS:

1) (HN) BORDER CARGO RELEASE - THE 01 RECORD CARRIER CODE, POSITIONS
(58-61) AND THE 0M RECORD, MASTER BILL, POSITIONS 15-26, QUANTITY,
POSITIONS 51-58, AND ISSUER OF MASTER BILL NUMBER, POSITIONS 70-73.

2) (HI) CARGO RELEASE - THE H1 RECORD CARRIER CODE, POSITIONS 61-64.
THE HA RECORD INBOND NUMBER, POSITIONS 3-14, IF APPROPRIATE, MASTER BILL
NUMBER, POSITIONS 15-26, QUANTITY, POSITIONS 51-58, IMMEDIATE
TRANSPORTATION (IT) DATE, IF (IT) PRESENT, POSITIONS 64-69, AND ISSUER
OF MASTER BILL NUMBER, POSITIONS 70-73.

3) (EI) ENTRY SUMMARY, CERTIFIED FOR CARGO RELEASE, - THE 22 RECORD,
INBOND NUMBER, POSITIONS 3-14, IF APPROPRIATE, MASTER BILL NUMBER,
POSITIONS 15-26, QUANTITY, POSITIONS 51-58, UNIT, POSITIONS 59-63,
IT DATE, IF (IT) PRESENT POSITIONS 64-69, AND ISSUER OF MASTER BILL
NUMBER, POSITIONS 70-73. THE 30 RECORD, CARRIER CODE, POSITIONS 73-76.

THE TWO RAIL CARRIERS WHO ARE PARTICIPATING IN RAIL AMS ON THE
NORTHER BORDER ARE CANADIAN NATIONAL (CNRU) AND CANADIAN PACIFIC
(CPRS).

WHEN THE BILL OF LADING INFORMATION AS LISTED ABOVE EXCLUDING THE
INBOND NUMBER IS NOT PRESENT IN THE CARGO SELECTIVITY ENTRY
TRANSACTION FOR DIRECT ARRIVAL MERCHANDISE IF THE PORT OF UNLADING
IS OPERATIONAL ON RAIL AMS IT WILL BE REJECTED.

WHEN THE PORT OF UNLADING IS OPERATIONAL ON RAIL AMS AND THE PORT OF
ENTRY IS DIFFERENT IF A V NUMBER OR A 9 DIGIT CONVENTIONAL INBOND
NUMBER IS NOT INCLUDED FOR THE CARGO SELECTIVITY ENTRY THE
TRANSACTION WILL BE REJECTED. IF A 9 DIGIT CONVENTIONAL INBOND
NUMBER IS PROVIDED AN (IT) DATE IS ALSO REQUIRED.

WHEN THE CARRIER CODE AND ISSUER OF MASTER BILL NUMBER ARE PROVIDED
THEY MUST BE IN FOUR POSITION SCAC FORMAT FOR ALL PARTICIPATING RAIL
CARRIERS. FOR NON PARTICIPATING RAIL CARRIERS AT AN OPERATIONAL RAIL
AMS LOCATION, CUSTOMS REQUESTS THAT THE CARRIER CODE AND ISSUER OF
MASTER BILL NUMBERS BE PROVIDED IN THE FOUR POSITION SCAC FORMAT TO
THE GREATEST EXTENT POSSIBLE. IN EXTREME CIRCUMSTANCES WHERE A FOUR
POSITION SCAC FORMAT IS ABSOLUTELY NOT AVAILABLE THE ABI FILER WILL
BE PERMITTED TO USE "UNKN".

THE ABI FILERS MAY VOLUNTARILY PROVIDE THIS INFORMATION FOR RAIL ENTRIES
IF THE PORT OF UNLADING FOR THE MERCHANDISE IS NOT OPERATIONAL ON RAIL
AMS. IF THE INFORMATION IS PROVIDED IT MUST MEET THE GUIDELINES
MENTIONED AVOVE.

THESE ADDITIONAL DATA ELEMENTS WILL BE REQUIRED APPROXIMATELY 90 DAYS
FROM THE DATE THAT THIS ADMINISTRATIVE MESSAGE IS SENT WHICH WILL BE
FEBRUARY 5, 1997. ALTHOUGH ENTRIES WILL NOT BE REJECTED FOR RAIL
MODES OF TRANSPORTATION (20) AND (21) UNTIL FEBRUARY 5, 1997, BASED ON
THE GUIDELINES MENTIONED ABOVE, CUSTOMS REQUESTS THAT ABI FILERS
TRANSMIT THIS DATA VOLUNTARILY TO THE GREATEST EXTENT POSSIBLE.
FEBRUARY 5, 1997, WILL SUPERSEDE THE JANUARY 13, 1997 DATE ISSUED BY THE
OFFICE OF FIELD OPERATIONS FOR REQUIRING THIS INFORMATION.
