ACCOUNTABILITY MODEL/TITLE CHANGES
OFFICE OF FIELD OPERATIONS

BACKGROUND:

ON OCTOBER 1, 1995, THE CUSTOMS REORGANIZATION ABOLISHED REGIONS AND
DISTRICTS AND ESTABLISHED CUSTOMS MANAGEMENT CENTERS TO PROVIDE
SUPPORT TO THE PORTS. TITLES APPROPRIATE TO THOSE ORGANIZATIONAL
FUNCTIONS WERE ALSO ESTABLISHED. CUSTOMS MANAGEMENT CENTERS WERE
MANAGED BY TWO SUPERVISORS, NAMELY THE DIRECTOR, CUSTOMS MANAGEMENT
CENTER AND THE MISSION SUPPORT OFFICER. PORTS WERE MANAGED BY THE
PORT DIRECTOR AND PROCESS OWNERS FOR TRADE, PASSENGER, OUTBOUND OR
ANTI-SMUGGLING/K-9. CUSTOMS MANAGEMENT CENTERS WERE TO BE THE
ADMINISTRATIVE SERVICE CENTER FOR THE PORTS WHILE PORTS CARRIED OUT
THE DAY TO DAY OPERATIONS.

RECENT CHANGES:

CUSTOMS DIRECTIVE 2130-006 DATED FEBRUARY 12, 1999, CLEARLY DELINEAT
THE ROLES AND RESPONSIBILITIES OF CUSTOMS MANAGEMENT CENTERS AND
PORTS. THIS POLICY ESTABLISHED THE TITLE DIRECTOR, FIELD OPERATIONS
WHICH REPLACES THE TITLE DIRECTOR, CUSTOMS MANAGEMENT CENTER.
FURTHER, THE POSITION OF DIRECTOR, FIELD OPERATIONS IS THE RESPONSIB
OFFICIAL FOR THE CMC AREA OF JURISDICTION, EXERCISES LINE AUTHORITY
OVER PORT DIRECTORS, IS THE FIRST LEVEL OF REVIEW ABOVE THE PORT
DIRECTORS AND IS FULLY ACCOUNTABLE FOR THE OVERALL PERFORMANCE OF PO
OPERATIONS.

CUSTOMS MANAGEMENT CENTERS DISSEMINATE AND ENSURE IMPLEMENTATION OF
HEADQUARTERS POLICY, PROVIDE TECHNICAL ASSISTANCE, PARTICIPATE WITH
THE PORTS IN ADDRESSING OPERATIONAL PROBLEMS, ASSESS, CONTROL AND
IMPROVE OVERALL PERFORMANCE, AND PROVIDE PROCESS MANAGEMENT AND
MISSION SUPPORT SERVICES. THIS IS ACCOMPLISHED THROUGH THE PROCESS
AND PROBLEM SOLVING TEAM WHICH IS HEADED BY THE RETITLED POSITION OF
ASSISTANT DIRECTOR FOR OPERATIONS, AND THE MISSION SUPPORT STAFF WHI
IS HEADED BY THE RETITLED POSITION OF ASSISTANT DIRECTOR FOR MISSION
SUPPORT.

PORT DIRECTORS MANAGE THE DAY TO DAY OPERATIONS OF THE PORT, MAKE
DECISIONS ON QUESTIONS CONCERNING INTERPRETATION OF CUSTOMS RELATED
LAWS AND REGULATIONS, AND IMPLEMENT AND EXECUTE NATIONAL POLICY IN A
UNIFORM MANNER. THE POSITIONS OF PROCESS OWNER AT THE PORT LEVEL HA
BEEN RETITLED ASSISTANT PORT DIRECTOR FOR THE APPROPRIATE FUNCTION,
I.E. TRADE, PASSENGER, OUTBOUND, AND ANTI-SMUGGLING/K-9.

IN ADDITION, A CMC MEASUREMENT PLAN WILL BE ESTABLISHED WHICH WILL
HOLD DIRECTORS, FIELD OPERATIONS ACCOUNTABLE IN THE AREAS OF
OPERATIONAL PERFORMANCE, HUMAN RESOURCES AND FINANCIAL MANAGEMENT.
PORT DIRECTORS WILL BE RESPONSIBLE FOR CONDUCTING SELF INSPECTIONS T
ASSESS PERFORMANCE. CUSTOMS MANAGEMENT CENTERS WILL BE RESPONSIBLE
FOR EXERCISING OVERSIGHT, ASSESSING PERFORMANCE OF CORE PROCESSES AN
IMPLEMENTING CORRECTION TO EFFECT IMPROVEMENT.
