SUBJECT: UPDATE OF THE AUTOMATED COMMERCIAL SYSTEM (ACS) FOR THE
PROCESSING OF NON-TEXTILE PRODUCTS UNDER THE AFRICAN
GROWTH AND OPPORTUNITY ACT (AGOA)
ON JANUARY 12, 2001, THIS OFFICE PUBLISHED A MEMORANDUM ENTITLED
"IMPLEMENTATION INFORMATION ON THE NON-TEXTILE 'ENHANCED' GSP PROVISION
OF THE AGOA," WHICH INSTRUCTED THE IMPORTING COMMUNITY TO FILE
NON-AUTOMATED BROKER INTERFACE (NON-ABI) ENTRIES FOR NON-TEXTILE
MERCHANDISE WHEN CLAIMING PREFERENTIAL TARIFF TREATMENT UNDER AGOA.
AT THAT TIME HAD NOT UPDATED TO ALLOW FOR AUTOMATED PROCESSING OF
THESE ENTRIES.
THE CUSTOMS SERVICE HAS COMPLETED ACS PROGRAMMING FOR THE AGOA TRADE
THEREFORE, EFFECTIVE IMMEDIATELY, THE TRADE MAY FILE CLAIMS VIA ABI
PREFERENTIAL TARIFF TREATMENT OF AGOA ORIGINATING NON-TEXTILE GOOD
DESIGNATED SUB-SAHARAN AFRICAN BENEFICIARY COUNTRIES. SUCH CLAIMS
MADE BY UTILIZING THE SPECIAL PROGRAM INDICATOR "D" IN CONJUNCTION
THE PPROPRIATE HARMONIZED TARIFF SCHEDULE NUMBER(S) ON THE CF 7501.
ANY INQUIRIES REGARDING THIS NOTICE FROM THE IMPORTING COMMUNITY SHOULD
BE REFERRED TO THEIR ABI-CLIENT REPRESENTATIVE OR LOCAL CUSTOMS PORT.
