Title:Mandatory Batch & Block Control Changes

In the fall of 2007 ABI Importer Bond Query (KI) messages and ABI Importer Add/Update (TI) messages were moved into ACE. At that time ABI filers were not required to make any changes to the format of messages they were sending; instead, the ACS system routed all TI and KI messages to the new ACE system for processing.

On November 21, 2008 CSMS Message #08-000324 was issued advising ABI developers of the posting of the new ACE ABI Batch & Block Control Chapter to the CBP website and indicated that the rules therein would apply only to the ABI application identifiers specified in the chapter, as follows:.

AE Entry Summary Create/Update
CJ Census Warning Query
CW Census Warning Override
JC Entry Summary Query
KI Importer/Bond Query
TI Importer/Consignee Create/Update

As additional ABI application identifiers are subjected to these new rules they will be added to the ACE ABI Batch & Block Control Chapter.

There are two changes described in the ACE ABI Batch & Block Control Chapter that all messages for those ABI application identifiers listed above MUST adhere to or fatal errors will result. The requirement to adhere to these rules will take effect no earlier than March 15, 2009 when the first ACE Entry Summary programming changes are deployed.

1. The Application identifier has been added to positions 26-27 of the Batch Control Header (Input A-Record) as a mandatory field.
2. The values in the Block Control Trailer (Input Y record) for Processing District/Port Code, Filer Code, Application Identifier Code, and Processing Filer Office Code MUST be identical to those same values in the previous Block Control Header (B-Record).

NOTE: These changes will affect all automated ABI filers whether or not they are participating and sending ACE entry summaries.

This functionality is now available for testing in the ACE Certification Environment.

EVEN THOUGH YOU MAY NOT BE DEVELOPING FOR ACE ENTRY SUMMARY AT THIS TIME, THE CHANGES DESCRIBED ABOVE IMPACT ALL ABI SOFTWARE PACKAGES CAPABLE OF TRANSMITTING APPLICATION IDENTIFIERS TI AND KI.
