Title:Information regarding ISF Status Advisory Messages

Within the ABI system, CBP provides feedback related to the Bills of Lading (BOL) contained in Importer Security Filing (ISF) transactions by sending Status Advisory messages (application SA). These SA messages are sent to the ISF filer immediately upon submitting the ISF filing to CBP (an accepted ADD transaction). This usually coincides with the response message (SN) to the ISF. These SA messages provide the Disposition Code (S1 or S2) for the status of the BOL. A REPLACE transaction will also result in a Disposition Code (S1, S2, or S5) being immediately returned. Currently, this functionality IS OPERATIONAL.

When the initial filing results in a 'NO BILL ON FILE' message, there are also follow-up SA messages sent to the ISF filer 5 days, 20 days, and 30 days after the initial ISF filing when NO BOL has been received by CBP (S2-S5 Disposition Codes). Once the BOL is filed in a manifest transmission and matches with an ISF that has already been filed, the ISF filer will receive a SA message with Disposition Code S1 indicating 'BILL ON FILE'. If the initial Disposition Code is S2 (BILL NOT ON FILE) and the BOL is subsequently submitted to AMS, the follow-up Status Advisory containing the S1 Disposition Code will be issued as a result of end-of-night processing rather than immediately after acceptance of the BOL in AMS. The functionality for these messages has NOT yet been implemented, but is scheduled to be implemented at the same time that changes to the ISF transaction sets described in CSMS message number 09-000148 are implemented - no sooner than May 18, 2009.

Please note the changes in Note 1 of the SA50 record of the 'Importer Security Filing Status Advisory' Transaction Set located on the Pending Transaction Sets link at:

The Remarks section in the table of Note 1 has dropped the 'Expiration' wording in order to eliminate confusion regarding the ISF itself. There is NO expiration of any ISF filing. The follow-up SA messages are used as an indicator to the ISF Filer that there is NO active BOL paired with the ISF filing. CBP will provide incremental courtesy notices at 5 days, 20 days, and 30 days after the initial ISF filing. After 30 days, it is solely the filer's responsibility to ensure that the correct BOL was used in the ISF transaction and/or that the BOL has been filed if more than 30 days have passed since the ISF transaction was originally submitted to CBP. Again, the ISF will NOT expire, but the 'NO BILL ON FILE' messages will cease after 30 days.

*All of the above described rules related to the issuance of Status Advisory messages are also true for ISFs filed in the Ocean AMS system except that the transaction sets used are application RC for CAMIR filers and 350 for X-12 filers.

NOTE: Submitting a REPLACE transaction in order to receive a 'BILL ON FILE' message is NOT necessary. If you have received a Transaction Number issued by CBP in response to your ISF filing, you have fulfilled your obligations at this time.
