Title:Activation of ISF Status Advisory Messages

On May 18, 2009, CBP will begin sending follow-up Status Advisory (SA) messages, as previously described in CSMS #09-000149, to Automated Broker Interface (ABI) ISF filers when a bill of lading (B/L) is submitted that matches to an Importer Security Filing (ISF) already on file with CBP. Similar notifications to Automated Manifest System (AMS) ISF filers will be sent as described below.

When a B/L has matched to an ISF presented in ABI, the filer will receive a SA message. The match information will be in the SA50 record with a Disposition Code of S1 in positions 5-6. The remarks will contain the text message 'BILL ON FILE' in positions 7-46.

When a B/L has matched to an ISF presented in X12 format in AMS, the filer will receive an X12 350 message. The match information will be in the X4 segment with an X407 Disposition Code of S1. The K1 segment will contain the text message 'BILL ON FILE'.

When a B/L has matched to an ISF presented in CAMIR format in AMS, the filer will receive an RC message. The match information will be in the R02 record, with a Disposition Code of S1 in positions 16-17. The R03 record will contain the text 'BILL ON FILE'.

In a similar manner as described above, notifications will be sent to ISF filers 5, 20, and 30 days after the initial ISF filing when no B/L has been filed to match the ISF. These messages will read 'NO BILL ON FILE' and include Disposition Codes S3, S4, or S5. This may be an indication to the filer that the B/L was incorrectly reported in the ISF on file with CBP.
