Attached are detailed instructions for the trade community on using the new declaration capabilities that were delivered as part of the Entry Summary, Accounts & Revenue (ESAR) A2.2 deployment on April 12, 2009. The Declarations User Guide includes such topics as granting user access to declarations, creating a declaration record and canceling a declaration record. At this time, the following blanket declarations will be supported:
Affidavit of Manufacturer
Importer Certifying Statement
Non-Reimbursement Blanket Statement (AD/CVD)
North American Free Trade Agreement (NAFTA) Certificate of Origin
Additionally, the following user guides have been updated to reflect the new ESAR A2.2 portal enhancements and navigational changes. These user guides will be posted to CBP.gov tonight and will be located on www.CBP.gov/modernization under the “Training and Reference Guides” section:
