Title:Modifications to the ISF Transaction Set

On July 12, 2009, CBP implemented a number of changes to the Importer Security Filing (ISF) processing. At that time, the transaction sets on the Security Filing page were updated to reflect these changes. Two changes are described below for your reference.

CBP has corrected errors to the ANSI X12 309 Importer Security Filing document, as well as added and/or clarified many of the descriptions and explanations within this document. The major changes to this document are listed below, but please review the revised descriptions for greater clarity on what CBP is requiring. This updated document has been posted to the CBP website.

1. Qualifier CIN was removed from REF01 at position 0310
2. Acceptable values for BIN and BIC have been added to REF04
3. Qualifier 24 was added back to N103 at position 1000 to report an IRS#
4. Qualifier EI in N103 at position 1585 was replaced with 24

Along with the transaction set changes that were implemented, CBP has continued to add data edits to ISF programming as mentioned in CSMS #09-000220. These validations help to ensure that CBP is receiving appropriate information in ISF transactions. The following edits were implemented as warnings on July 12, 2009, but will become fatal errors on August 15, 2009. Please, ensure that your transactions include the appropriate data as necessary.

1. Edit for missing Importer of Record
a. CATAIR / CAMIR - Error Code 302, Error Message 'Importer Required'
b. X.12 – Error Message '485 NM1 Missing Importer'
2. Edit for incorrect Action Reason Code
a. CATAIR / CAMIR – Error Code 132, Error Message 'Invalid Action Reason Code'
b. X.12 – Error Message '470 M1016 Invalid Value'
