Title:Entries requiring an ITA-362P form not allowed for EIP/RLF

The purpose of this message is to inform Electronic Invoice Program (EIP) and Remote Location Filing (RLF) participants that they may not file entries via EIP/RLF when claiming duty free treatment, articles for physically or mentally handicapped persons (other than articles for the blind), under Public Law 100-418 and 100-647, which uses the Harmonized Tariff Schedule of the United States (HTSUS) 9817.00.96 provision. The duty free treatment requires an International Trade Administration (ITA) form 362P. Entries that require original paper documentation to be presented to CBP as a condition of release of the cargo or the filing of an entry summary (License, permit, certificate, etc.) do not qualify for EIP/RLF and should not be transmitted to CBP. Ports should not accept faxed copies of the required original paper documents, or mailed original documents. Not all Participating Government Agency (PGA) forms are allowed in the Related Documents Identifier field (C19 Record) of the Automated Invoice Interface (AII), which is noted in the Customs and Trade Automated Interface Requirements (CATAIR).
