Title:ACE Truck Manifest: Additional information on foreign port reporting requirements

CBP internal testing has revealed that under certain circumstances ACE is currently accepting standard truck manifest messages without required foreign port data. As reported in CSMS 14-000186 on April 3, testing has also revealed that some trade participants are transmitting invalid values for foreign port codes or for the corresponding data qualifiers.

Beginning on or after July 1, 2014, ACE Truck Manifest edits for foreign port information will be tightened. Please verify that EDI truck manifest data transmitted to CBP conforms with data standards for foreign port identification as documented in CBP's current implementation guidelines.

The foreign port/point of lading must be reported for every ACE truck manifest shipment. In ACE Truck shipments designated for broker download or for movement in-bond, a valid code must be used to identify the foreign port/point of loading. For other shipments, codes are preferred but free form test may also be used to report the port/point of lading.

If it is different from the port/point of loading, then the place of receipt must be reported in free form text.

For Transportation & Exportation (type 62) and Immediate Exportation(type 63) in-bonds a valid code must also be used to identify the foreign port of destination.
