Title:Area Port of Seattle Process for Vessel Diversion between Seattle and Tacoma

In order to facilitate the movement of cargo the Area Port of Seattle is providing the following information for vessel diversions that take place within the Area Port of Seattle (Seattle to Tacoma or vice versa):

• CBP in the Area Port of Seattle will correct the port of unlading on entries for the diverted vessel at the filer/brokers request(s) with minimal paperwork, it is not necessary to cancel entries. CBP will also process cancellations for entries with minimal paperwork, if the Carriers/Filers/Brokers request that method.

• CBP will only correct entries after the Carrier updates/corrects the port of unlading in ACE for their bills of ladings. Terminals may not see a release if a correction is processed by CBP prior to the ACE manifest corrections by the Carrier.

• Those filers/brokers who choose to transmit a new entry and then request the old entry be cancelled should only transmit the new entry after the Carrier has corrected the manifest. Terminals may not see a release if the new entry is transmitted to CBP prior to the ACE manifest corrections by the Carrier.

• Terminals also may also not see a release on inbond movements or permits to transfer that were transmitted prior to the Carrier updating/correcting the port of unlading.

Requests to correct the port of unlading (block 16 on CBP 3461) and or FIRMS code (block 14 on CBP 3461) should be submitted on the Broker/Filer's letter head. Identify the entry number and include that it is due to the vessel diversion. A copy of the CBP 3461 or any additional support documentation is not required. Multiple entries may be listed on each request. These corrected entries will retain their original summary information including ACH statement pay date.

If the Filer/Broker chooses to transmit a new correct entry they should submit a request to cancel the original entry and provide the entry number that replaces it. Provide a statement that this cancellation is due to a vessel diversion. Copies of either entry are not required. Each cancellation request requires a separate letter. Newly transmitted entries should show the correct port and date of arrival of the vessel.

Permits to transfer and corrections to in-bonds may be submitted via fax to the CBP Trade Offices at Nevada Street (Seattle) (206) 553-0669 or Tacoma (253) 593-6351. Requests should be submitted on the Broker/Filer's letterhead and include that the request to cancel and retransmit is due to the diversion. Identify the bill of lading number and the 7512 number, if applicable.
