The National Marine Fisheries Service (NMFS) has posted an updated PGA Message Set IG dated September 20, 2016

NMFS WEBINARS

The National Marine Fisheries Service has published a new rule that will, as of September 20th, 2016 establish the requirement for fully electronic filing for all imports and exports of fisheries products. Certain species/products will require the submission of supplemental data in addition to the normally required CBP entry/entry summary information. This additional NMFS data will be required in the form of a “message set” and “document imaging” at the time of filing.

The new rule will also require the submission of a newly established International Fisheries Trade Permit (IFTP) that, as of September 20th, will replace the currently required Highly Migratory Species International Trade Permit (HMS/ITP) and the Antarctic Marine Living Resources Dealer Permit (AMLR Permit). The IFTP will then also be required for trade regulated under the Tuna Tracking and Verification Program (TTVP) also known as the NOAA 370 Program which does not now require a permit.

Information and directions on obtaining an IFTP will be distributed and posted in the coming days. If you do not receive information on this, it will be posted on the NMFS Office of International Affairs web site as soon as the permit site is open and available for use. http://www.nmfs.noaa.gov/ia/

The National Marine Fisheries Service “Implementation Guide”, on the technical requirements for imports, has been updated to reflect the changes that will be necessary for the required electronic filing of imports as of September 20, 2016. NOAA Fisheries' Office of International Affairs and Seafood Inspection will host two public webinar meetings on August 18 and September 1, 2:30pm – 4:00pm Eastern, to further engage with interested stakeholders about this regulation and its implications. Information on the acquisition of the new permit will also be made available via the International Affairs Web site in the near future. NMFS staff will be corresponding directly with current HMS and AMLR permit holders to provide instruction in how to set up and convert their accounts and to acquire the new IFTP permit. Persons who do not currently hold a permit will be able to access the International Affairs web site to obtain the necessary information to set up an account and obtain a permit as soon as the system is opened to the public for these permits in the coming days.
