Title:PROD and CERT Deployment Dates for PGA Changes

There are a number of changes being deployed updates going in for PGA business rules based on the latest PGA IG updates that have been recently posted. The following table outlines the various PGA IG updates and their respective CERT and PROD deployment dates. The information in this CSMS supersedes any previous CSMS messages regarding deployment dates for this functionality.

The detailed description of the changes are as follows per PGA:

•AMS:
o For program code of “EG” (Imported Egg Inspection), all processing codes can be disclaimed, but the only allowed disclaim code is “A.”
o For program code of “MO” (Marketing Order Quality Inspection Compliance), only the processing code of “8” can be disclaimed and the only allowed disclaim code is “B.”
o Use of PG60 now supported in the AMS MO1 message set.

•NMFS:
o New permit requirements for all NMFS programs to operate using the same permit called the International Fisheries Trade Permit (IFTP). Only one permit is required for use with any program.
o If a product is ATLANTIC Bluefin tuna, the HMS program includes the ability to provide a second PG14 record with the electronic Bluefin Catch Document (eBCD) number and/or EBCD re-export number. If an eBCD OR eBCD re-export number is provided, then a document image of an ICCAT Bluefin Tuna Catch Document need not be provided via DIS.

•EPA:
o Removed “B” as a valid Pesticides disclaim code
o Updated Carrier Entity Role Code from “OV” to “CAR”

•APHIS Core:
o All programs will require a PG06 to indicate Source Type Info and will be based on the combination of the Program and PG10 Category Code.
o PG07 is no longer mandatory for Cut Flowers and Greenery.
o A new A82 Commodity Qual. Code and related Commodity Characteristic Qualifiers added for APQ AP0800 commodities. (Cut Flowers and Greenery – Endangered Species)
o All programs now allow for Code 370 (SSA - Party identifier assigned by Social Security Administration) to be entered as one of the valid Entity Identification codes in the PG19.
o APQ will require a PG19 to identifier the Grower (Code DFI) for all AP0800 (Cut Flowers & Greenery).
o Document Identifier 854 (Manufacturer's Statement/Certificate/Declaration) replaces code 853 and 854 must be used when you indicate that the Importer's Substantiating Cod/Signed Confirmation letter is present (=Y) in the PG22.
o APQ program has added a UOM code specifically for APHIS in the PG26 for Bunches to be used with AP0800 (Cut Flowers & Greenery).
o For all programs, at least one PG30 identifying the Product location for regulatory authority inspection is mandatory (Inspection Laboratory Testing Status = I)
o For all programs, at least one of the PG32's provided must be for the Commodity Routing Type Code 198 (Original Location - Identifies the original location where routing to the US began).
o If LPCO indicates transiting or transshipment, additional PG32 records using code 49 and/or 13 must be provided.

•APHIS Lacey:
o PG05 outside of the PG50-51 grouping can have SPECIAL as a genus, but if it does have SPECIAL as a genus then the only allowed species values are "PREAMENDMENT", "SPF", "COMPOSITE", "RECYCLED", "RECLAIMED" or “NONE”.
o A PG29 can only be present when the HTS is either 4401xxxxxx or 4402900000 and it must be present in a PG50-PG51 grouping.
o If PG29 is used in a PG50-PG51 grouping, PG04 Quantity and Unit of Measure must not have a value, the quantity and UOM will be reported in the PG29 record instead. For APHIS Lacey, the valid UOM codes in the PG29 are the same as the UOM codes associated with the Lacey Act in the PG04 record.
o The following records went from mandatory to conditional: PG14 and PG27
