The below ACE Cargo Release and Entry Summary/Quota deployments to the ACE Production environment occurred this morning, Tuesday, September 27, 2016. The Cargo Release and Entry Summary deployment items also went to ACE CERTIFICATION.

Cargo Release
-------------
• SE-8012 – If arrival and release have occurred for an entry, an update transaction by the filer on that entry caused a release to erroneously get suspended.

• SE-8329 – Fix to some entries not posting 1C (release) to Manifest system (so that as of today, Trade will not have to do Update transaction to get 1C)

Entry Summary Validations
-------------------------
• Ticket 2623314/CES-4765: Census Override (CW02-rec) did not reject for mandatory data.
A rejection will result when mandatory data on the CW02-rec is missing or if data is present in the filler.

• CES-5620: LPC for PRMT_CD = 21, do not require for CAFTA HTS #.
When an HTS# has Required LPC Code indicated on the tariff table that LPC code is required on the 52-rec. This change makes it so the LPC code isn’t required when that HTS# is paired with a CAFTA HTS# (98220515, 98220520).

• CES-5550: LPC Validations - for PRMT_CD = 21, if the country of origin is MX, the 52 record is not required.
Sugar certificates (LPC code 21) are not required when country of origin is MX.

• Ticket 2551648/CES-5537: Exempt 9801.00.1089 (Vessels under their own power) from HMF (Harbor Maintenance Fee) when MOT = 12.
When the MOT is 12 (Barge) and any HTS number of the line is 9801.00.1089 (essentially, an imported vessel sailing into port under its own power), HMF is exempt.

• CES-5603: Re-enable LPC 01 format check.
Steel License (LPC 01) validations were removed from Prod the weekend of 8/6/16 due to issues with the original requirements. These validations are now turned back on.

• CES-5610: Update to Steel License Validation (LPC Code 01)

Entry Summary requirement changes
---------------------------------
1. Exclude entry type 06 from the validations for LPC code 01
2. There are two license formats - Regular SIMA Format and Low Value Format.
a. The Regular SIMA Format can be used regardless of value. Previous rule only allowed this format if value was $5000 or greater.
b. Low Value format is still only allowed if value for all lines on a summary with that LPC # is less than $5000.
3. A Regular SIMA Format license can only be used on one entry summary. The previous rule said that a license for a value of $5000 or over could only be used on one entry summary. The rule should be based on the license format, not the total value.
4. Remove the restriction on the number of lines that can have the same license number on a single entry summary. Previous rule limited to 10 lines if value was $5000 or over. There should be no restriction.

• CES-4666: Exempt / Disallow Cotton Fee on an Informal Line in ESV
Ensure that a Cotton fee is not required to be reported/submitted on a line for ES Entry Type Code '11' or '12' (Informal).
Ensure that a Cotton fee is rejected if reported/submitted on a line for ES Entry Type Code '11' or '12' (Informal).
1. Condition (679) "FEE NOT ALLOWED - ENTRY TYPE" generated on an Informal line when a Cotton fee submitted.
2. Condition (657) "FEE REQUIRED FOR ARTICLE" NOT generated on an Informal line (even though required for the HTS number); i.e., the line is unconditionally accepted without the Cotton fee.

• CES-6013: When checking for duplicates LPC #s, also check the LPC code
The check is done for LPC code 13, 25 and 01 Regular SIMA format LPCs.
1. If an LPC 01 number is submitted it should only be checked against other LPC 01s.
2. If an LPC 13 number is submitted it should only be checked against other LPC 13s.
3. If an LPC 25 number is submitted it should only be checked against other LPC 25s

Entry Summary EDI

• CES-5848: Update Entry Summary Receivable Interface to pull AD/CVD totals from ES_AD_CVD_TOTL cash amounts.
When the trade submits an AD/CVD summary, they have the option of paying the AD and/or CVD duty up front with the rest of the duty, taxes, and fees or deferring the payment until liquidation of the summary. Any AD/CVD duty amounts that they defer will not be sent to Collections on the Entry Summary receivable.

• CES-5825: Fix for ACE System Failure (ASF) error from quota when empty QTY2 and QTY3 on 50 record.
A Quota ASF was returned when the QTY2 or QTY3 were space-filled when UOM2 or UOM3 were filled in. Fix prevents the ASF and passes the data through as is.

• CAA-4617: Send out accurate reserved quantities in the UC message so that Trade can properly resubmit and claim these quantities.
