CBP ACE would like to clarify the descriptions that had been provided with two (2) items deployed to ACE Production last Tuesday, September 27, 2016, for ACE Entry Summary.

• CES-5550: LPC Validations - for PRMT_CD = 21, if the country of origin is MX, the 52 record is not required.
Sugar certificates (LPC code 21) are not required when country of origin is MX.

• CES-5848: Update Entry Summary Receivable Interface to pull AD/CVD totals from ES_AD_CVD_TOTL cash amounts.
When the trade submits an AD/CVD summary, they have the option of paying the AD and/or CVD duty up front with the rest of the duty, taxes, and fees or deferring the payment until liquidation of the summary. Any AD/CVD duty amounts that they defer will not be sent to Collections on the Entry Summary receivable.

• CES-5550: LPC Validations have been updated for LPC Code 21(USDA Sugar Certificate). If the country of origin is MX, the 52 record is not required to declare LPC code 21(USDA Sugar Certificate). Importations of Sugar from Mexico still require LPC Code 26 (Mexican Sugar Export License).

• CES-5848: This is internal to CBP and has no impact on the Trade. When an ADCVD case is bonded, CBP will not create an entry summary collections receivable with ADCVD amounts until the time of liquidation.
