Please be advised that there will be an ACE PRODUCTION deployment of ACE Cargo Release and ACE Entry Summary EDI Validations on Thursday morning, May 18, 2017, during the 0500 - 0700 ET window, which will impact ACE Cargo Release and ACE Entry Summary processing.

To be deployed:

ACE Cargo Release
-----------------
• SE-8677 – Use Estimated Arrival Date transmitted in SE message as the cargo arrival date for entries with no bill or non-AMS bills to resolve the issue of not sending out a One USG in the SO release message.

• SE-8682 & SE-8580 – Truck: Updated Rules for port code change.
Port code change not allowed if entry summary (ES) on file; or importer on national sanctions; or derived port code is in Southern region; or the filer is not authorized in the new port code.

• SE-8685 – Prevent Truck entries with no port of entry (POE) from being manually released to resolve the entry summary to entry port mismatch issue

Entry Summary EDI Validations
-----------------------------
• CES-6673: Ensure Order of Warehouse-Warehouse Withdrawal (WHWD) Statement Dates.
Ensure that the Preliminary Statement Print Date of Warehouse Withdrawal entry summaries (entry types 22, 3x) never falls earlier than its 'parent' Warehouse entry summary (entry types 21, 22) in an AE filing:
1. For a WH (entry types 21, 22) when scheduled for a statement, reject if its Preliminary Statement Print Date falls later than the Preliminary Statement Print Date of any previously accepted Warehouse Withdrawal. (Note that if the WH is submitted for the first time, there would be NO WHWD's to compare.)
2. For a WH (entry types 21, 22) when submitted ‘single pay’, accept unconditionally without comparing any Warehouse Withdrawal.
3. For a WHWD (entry types 22, 3x) when scheduled for a statement, reject if its Preliminary Statement Print Date falls earlier than the Preliminary Statement Print Date of the Warehouse entry it is connected to (unless the WH it is connected to is ‘single pay’).
4. For a WHWD (entry types 22, 3x) when submitted ‘single pay’, accept unconditionally without comparing to the Warehouse entry it is connected to.
This is a new validation

Certain articles, which normally would require the reporting of the 056 Cotton Fee, are exempt from that reporting if the article is further classified with a Cotton Fee.
‘exempt' chapter 98 HTS number. Ensure that an 056/Cotton Fee is rejected if reported/submitted on a line when any HTS number in the otherwise Cotton Fee required line includes...

• CES-6443: Exempt Required Article from Cotton Fee
Certain articles, which normally would require the reporting of the 056 Cotton Fee, are exempt from that reporting if the article is further classified with a Cotton Fee 'exempt' chapter 98 HTS number.
