ACE Truck Import Manifest - EDI message processing

• X.12 - 309 (Cargo Manifest) message - fixed bug where N10 (Quantity and Description) segment loops processed successfully only if the N10 loops with VC (VIN) segments preceded N10 loops without VC segments. Fixed so that the sequence of the N10 loops with and without VC segments would not matter.
• X.12 - 997 (functional acknowledgement) message ISA10 (timestamp) data element - use 24-hour clock.
• In CERT environment, corrected Sender ID 'CBP-ACE' to 'CBP-ACE-TEST'.
Quota

• Changes for new Allocation job for Absolute Quota - Section 232.
• Absolute Quota Allocation job to run Hourly from 11:45 a.m. - 7:45 p.m. EST.
• Cancel Allocations for POTF region country status in addition to OPEN ones.
Entry Summary

• Mango Fee was being calculated incorrectly
• Updates to MPF-499 and MPF-311 amounts for FY19.
• Enhancements to License/Permit/Certifications (LPC) Validations for Raw Sugar.
