SUBJECT: HAITIAN IMPORT AND EXPORT SANCTIONS (SUPPLEMENT #1
TO EMAIL 3243071 OF 8/31/93)
OUR REFERENCED EMAIL MESSAGE OF 8/31/93 INFORMED ALL FIELD
CUSTOMS OFFICES OF THE SUSPENSION OF THE HAITIAN IMPORT AND
EXPORT TRADE EMBARGO AS OF THAT DATE. AT THAT TIME YOU WERE
INFORMED THAT IN THE FUTURE THESE SANCTIONS COULD BE REIMPOSED IF
EVENTS IN HAITI WARRANTED IT. DUE TO THE CURRENT SITUATION IN
THAT COUNTRY, THE PRESIDENT HAS DECIDED TO TAKE THE FOLLOWING
MEASURES NOW.
ACTIONS:
1. REIMPOSITION OF HAITIAN IMPORT/EXPORT SANCTIONS
EFFECTIVE AT 22:59 P.M. EASTER DAYLIGHT TIME (EDT) ON
OCTOBER 18, 1993, ALL OF THE PREVIOUSLY SUSPENDED HAITIAN
SANCTIONS ARE HEREBY REIMPOSED.
2. FEDERAL REGISTER NOTICE ISSUANCE
THE OFFICE OF FOREIGN ASSETS CONTROL (OFAC) WILL BE
ISSUING A FEDERAL REGISTER NOTICE AS THE PUBLIC NOTICE OF
THE REIMPOSITION OF THESE SANCTIONS. WE WILL PROVIDE YOU
WITH THE FEDERAL REGISTER CITATION AND MORE DETAILED
SPECIFICS OF THESE SANCTIONS, WHEN AVAILABLE.
3. OFAC LICENSE EXTENSIONS
ALL IMPORT/EXPORT LICENSES ISSUED AND IN EFFECT
PRIOR TO THE SUSPENSION OF THESE SANCTIONS ARE NOW
IN EFFECT AGAIN PURSUANT TO 31 CFR 580.515 OF THE
HAITIAN TRANSACTION REGULATIONS. ACCORDINGLY, THESE
LICENSES ARE NOW EXTENDED TO JANUARY 31, 1994.
