THIS IS TO NOTIFY YOU THAT ABI INITIATED IN-BOND,
THE QP APPLICATION, WILL BE AVAILABLE FOR VENDOR AND
SELF-PROGRAMER TESTING BY APPROXIMATELY MID-APRIL, 1996.
PARTICIPATION IN OPERATIONAL QP IN-BOND WILL BE LIMITED TO
OPERATIONAL ABI ENTRY SUMMARY FILERS. RECORD LAYOUTS ARE
FOUND IN THE IN-BOND CHAPTER OF CATAIR. ADMINS 93-0949 AND
95-0544 PROVIDE ADDITIONAL INFORMATION.

BEFORE OPERATIONAL PARTICIPATION THERE IS MANDATORY MULTI
STEP TESTING IN THE CERT ENVIRONMENT.
YOUR ACS CLIENT REPRESENTATIVE WILL PROVIDE YOU WITH THE
JCL FOR CERT AND WITH THE TEST REQUIREMENTS.

THE FOLLOWING IS A SUMMARY OF THE PARAMETERS OF THE QP APPLICATION.
QUESTIONS SHOULD BE ADDRESSED TO YOUR CLIENT REPRESENTATIVE.

NATIONAL IN-BOND PROCESSING FOR ABI FILERS

CHANGES HAVE BEEN MADE IN THE AUTOMATED COMMERCIAL SYSTEM TO
ENABLE ABI ENTRY SUMMARY FILERS TO TRANSMIT SELECTED BILL OF
LADING INFORMATION AND INITIATE, MODIFY, ARRIVE AND EXPORT
IN-BOND MOVEMENTS. THIS ENHANCEMENT PROVIDES ABI FILERS THE
SAME IN-BOND CAPABILITIES AS NON PAPERLESS AMS OCEAN CARRIERS.

NATIONAL IN-BOND PROCESSING WILL:

REQUIRE TESTING IN THE CERT ENVIRONMENT

REQUIRE THE CF 7512 AT DESTINATION

PROVIDE ELECTRONIC AUTHORIZATION TO BEGIN MOVEMENT

PROVIDE ELECTRONIC CARGO DISPOSITION INFORMATION

ONLY ALLOW IN-BOND MOVES AT THE MASTER BILL LEVEL

BE AVAILABLE FOR ALL ACS PORTS

ALLOW SECOND NOTIFY PARTY (SNP) DESIGNATION OF AN ACTIVE AMS
PARTICIPANT BY A SCAC CODE, OR OF AN ACTIVE ABI IN-BOND
PARTICIPANT BY DISTRICT PORT, FILER AND OFFICE CODE.

REQUIRE AN ABI FILER OR HIS DESIGNATED SNP TO ARRIVE, AND
WHEN NEEDED, EXPORT ALL IN-BONDS INITIATED BY AN ABI FILER

ALLOW A SECOND ABI FILER TO ARRIVE/EXPORT AN IN-BOND

ALLOW THE NOMINATION OF A SECOND NOTIFY PARTY.

ALLOW CORRECTIONS BY A DELETE/ADD MECHANISM

REQUIRE A SCAC (STANDARD ALPHA CARRIER CODE) FOR THE
IMPORTING CARRIER AND THE DOMESTIC TRANSPORTATION PROVIDER

REQUIRE THE AMS BILL TO BE ON FILE BEFORE THE IN-BOND IS
ACCEPTED

NOT TO BE USED TO CREATE BILLS OF LADING FOR AMS CARRIERS

NOT BE USED FOR CARGO IMPORTED BY AIR

BEFORE PARTICIPATING IN NATIONAL IN-BOND THE FILER'S ABI PACKAGE
MUST BE SUCCESSFULLY TESTED IN THE CERT ENVIRONMENT. IF
INDIVIDUAL FILERS WISH THEY MAY ALSO TEST IN CERT WITH THEIR
VENDOR'S TESTED PACKAGES TO GAIN SOME EXPERIENCE BEFORE ACTUAL
PRODUCTION TRANSMISSIONS. THIS IS SIGNIFICANTLY DIFFERENT FROM
THE ABI TESTING YOU HAVE DONE IN THE PAST. TEST DATA MUST NOT BE
SENT TO THE NORMAL PRODUCTION ENVIRONMENT AND YOU WILL NOT BE
PERMITTED TO USE PORT 8888. IT WILL BE NECESSARY TO CONTACT YOUR
SOFTWARE VENDOR, YOUR ACS CLIENT REPRESENTATIVE AND TO MAKE
CHANGES IN YOUR JCL (JOB CONTROL LANGUAGE) BEFORE ATTEMPTING TO
TEST.

TESTING SHOULD CONSIST OF SEVERAL STEPS TO MIRROR ACTUAL CARGO
MOVEMENTS AND REQUIREMENTS. YOU SHOULD CREATE IN-BONDS AND BILLS
OF LADING FOR BOTH RAIL AND TRUCK IMPORTATIONS, PERFORM ARRIVALS
AND EXPORTATIONS, TRANSFER LIABILITY AND MAKE CHANGES TO EXISTING
IN-BONDS. QUERIES OF THE EXTRACT REFERENCE FILE SHOULD ALSO BE
MADE TO CONFIRM SCAC CODES FOR SELECTED RAIL AND TRUCK CARRIERS.

NATIONAL IN-BOND RECORD LAYOUTS ARE FOUND IN THE IN-BOND CHAPTER
OF CATAIR. ABI FILERS WILL SEND APPLICATION QP TO CREATE A BILL
OF LADING FOR NON AMS CARRIERS AND TO INITIATE THE IN-BOND
MOVEMENT. CUSTOMS WILL RESPOND WITH A QT, ERROR OR ACCEPTANCE
MESSAGE. APPLICATION WP IS USED BY AN ABI FILER TO UPDATE THE IN-
BOND BY ARRIVAL AND/OR EXPORTATION, AND TO CHANGE THE LIABILITY
FOR THE IN-BOND. CUSTOMS WILL RESPOND WITH A WT, ERROR OR
ACCEPTANCE MESSAGE. THERE IS A THIRD OUTPUT APPLICATION, NS,
WHICH PROVIDES THE IN-BOND INITIATOR WITH CARGO DISPOSITION CODES
RELATED TO THE IN-BOND MOVEMENT AND BILL OF LADING. A LISTING OF
THESE CARGO DISPOSITION CODES IS IN APPENDIX B OF THE CATAIR.

SOME IN-BONDS, AND ALL BILLS OF LADING, REQUIRE THE USE OF FIVE
DIGIT SCHEDULE K PORT OF LADING IDENTIFIERS. FOR SHIPMENTS
ORIGINATING IN NON SEAPORT LOCATIONS IN CANADA AND MEXICO, AND
ARRIVING VIA A LAND BORDER CROSSING, CENSUS HAS PROVIDED A
SPECIAL SERIES OF NUMBERS. THESE NUMBERS ARE RESTRICTED SOLELY
TO USE IN NATIONAL IN-BOND AND AMS RAIL. THEIR USE IN ANY OTHER
APPLICATION WILL RESULT IN REJECTION. A LISTING OF THESE NUMBERS
CAN BE FOUND IN THE IN-BOND CHAPTER OF CATAIR AND IN
ADMINISTRATIVE MESSAGES 93-0949 AND 95-0544. THEY ARE NOT
TECHNICALLY SCHEDULE K NUMBERS, ARE NOT IN THE ACS REFERENCE FILE
OF SCHEDULE K NUMBERS, AND CANNOT BE OBTAINED VIA THE EXTRACT
REFERENCE FILE.

THE USE OF A STANDARD CARRIER ALPHA CODE (SCAC) IS ALSO REQUIRED.
THE QP PROGRAM WILL ONLY ACCEPT FOUR CHACTER SCAC CODES.
IF THE CARRIER IS UNABLE TO PROVIDE THIS INFORMATION, YOU CAN
MAKE INDIVIDUAL QUERIES OF THE EXTRACT REFERENCE FILE WITH
APPLICATION FI. CARRIERS MAY OBTAIN A SCAC BY CONTACTING THE
NATIONAL MOTOR FREIGHT TRAFFIC ASSOCIATION AT 703-838-1822.
