SUBJECT: IN-BOND 'QP' APPLICATION

THIS REPLACES ADMIN MESSAGE 96-0763 AND 96-0224.

IN-BOND "QP/WP" IS NOW AVAILABLE FOR ABI VENDOR AND SELF-
PROGRAMMER TESTING. IF YOU CURRENTLY PARTICIPATE IN ABI, YOU SHOULD
CONTACT YOUR VENDOR AND YOUR CLIENT REPRESENTATIVE TO EXPAND YOUR
CAPABILITY TO IN-BOND.

ENTITIES SUCH AS TRUCKING COMPANIES AND FREIGHT FORWARDERS WHO
FILE IN-BONDS MAY ALSO PARTICIPATE IN FILER TRANSMITTED IN-BOND.

CATAIR CHANGE FOR QP-WP

WITH ONE EXCEPTION, THE FILER TRANSMITTED IN-BOND REQUIREMENTS
ARE FOUND IN THE CURRENT PUBLISHED VERSION OF CATAIR.
THE ONLY CHANGE IS TO ADD THE WORD 'DELETE' TO BILL LEVEL DESCRIPTION:

QP10, POSITION 3, DESCRIPTION B=BILL LEVEL DELETE

THE REST OF THE DESCRIPTION REMAINS THE SAME.

IN-BOND PROCESSING VIA ABI

ACS WILL NOW ALLOW THE TRANSMISSION OF SELECTED BILL OF LADING
INFORMATION, AND THE INITIATION, MODIFICATION, ARRIVAL
AND EXPORTATION OF CERTAIN IN-BOND MOVEMENTS. THIS MODIFICATION
PROVIDES ABI FILERS WITH THE SAME IN-BOND CAPABILITIES AS NON PAPERLESS
AMS OCEAN CARRIERS.

QP IN-BOND PROCESSING WILL:

REQUIRE THE CF 7512

PROVIDE ELECTRONIC AUTHORIZATION TO BEGIN MOVEMENT

PROVIDE ELECTRONIC CARGO DISPOSITION INFORMATION

ONLY ALLOW IN-BOND MOVES AT THE MASTER BILL QUANTITY

BE AVAILABLE FOR ALL ACS PORTS

ALLOW SECOND NOTIFY PARTY (SNP) DESIGNATION OF AN ACTIVE
PARTICIPANT BY SCAC, FIRMS, OR DISTRICT PORT FILER OFFICE
CODE

REQUIRE THE ABI FILER OR THE DESIGNATED SNP TO ARRIVE, AND WHERE
NEEDED, EXPORT ALL IN-BONDS INITIATED BY THE ABI FILER

ALLOW A SECOND ABI FILER TO ARRIVE/EXPORT AN IN-BOND

ALLOW CORRECTIONS BY A DELETE/READ MECHANISM

REQUIRE A SCAC (STANDARD ALPHA CARRIER CODE) FOR THE IMPORTING
CARRIER AND THE DOMESTIC TRANSPORTATION PROVIDER

REQUIRE THE AMS BILL TO BE ON FILE BEFORE THE IN-BOND IS ACCEPTED

NOT BE USED TO CREATE BILLS FOR AMS CARRIERS

NOT BE USED FOR CARGO IMPORTED BY AIR

BEFORE OPERATIONAL PARTICIPATION, THERE IS A MANDATORY MULTI-STEP TESTING
PROCEDURE FOR VENDORS AND SELF-PROGRAMMERS.

TESTING CONSISTS OF SEVERAL STEPS TO MIRROR ACTUAL CARGO MOVEMENTS AND
REQUIREMENTS. YOU MUST CREATE BILLS OF LADING AND IN-BONDS FOR THREE
MODES OF TRANSPORTATION, PERFORM ARRIVAL/EXPORT, TRANSFER LIABILITY,
AND MAKE CHANGES TO EXISTING IN-BONDS. IN-BONDS MUST ALSO BE INITITATED
ON AMS BILLS PROVIDED TO YOU BY YOUR CLIENT REPRESENTATIVE.

QP IN-BOND PARTICIPANTS WILL SEND APPLICATION 'QP' TO CREATE A BILL
OF LADING FOR NON AMS CARRIERS AND TO INITIATE THE IN-BOND MOVEMENT.
CUSTOMS WILL RESPOND WITH A 'QT', ERROR OR ACCEPTANCE MESSAGE.
APPLICATION 'WP' IS USED BY THE FILER TO ARRIVE, EXPORT OR CHANGE THE
LIABILITY FOR THE IN-BOND. CUSTOMS RESPONDS WITH A 'WT', ERROR OR
ACCEPTANCE MESSAGE. THERE IS A THIRD OUTPUT APPLICATION 'NS', WHICH
PROVIDES THE IN-BOND INITIATOR AND ALL SNP WITH CARGO DISPOSITION
CODES RELATED TO THE IN-BOND MOVEMENT AND THE BILL OF LADING. A LISTING
OF THESE CODES IS FOUND IN APPENDIX B OF CATAIR.

SOME IN-BONDS, AND ALL BILLS OF LADING, REQUIRE THE USE OF FIVE-DIGIT
SCHEDULE K PORT OF LADING IDENTIFIERS. FOR SHIPMENTS ORIGINATING IN
NON SEAPORT LOCATIONS IN CANADA AND MEXICO, AND ARRIVING VIA A
LAND BORDER CROSSING, CENSUS HAS PROVIDED A SPECIAL SERIES OF NUMBERS.
THESE NUMBERS ARE RESTRICTED SOLELY TO USE IN 'QP' IN-BOND AND AMS RAIL.
THEIR USE IN ANY OTHER APPLICATION WILL RESULT IN REJECTION. A LISTING
OF THESE NUMBERS CAN BE FOUND IN THE IN-BOND CHAPTER OF CATAIR. THEY ARE
NOT TECHNICALLY SCHEDULE K NUMBERS, ARE NOT IN THE ACS REFERENCE FILE
OF SCHEDULE K NUMBERS, AND CANNOT BE OBTAINED VIA THE EXTRACT REFERENCE
FILE. THEY ARE ALSO AVAILABLE IN ADMIN 98-0860.

THE USE OF A STANDARD CARRIER ALPHA CODE (SCAC) IS ALSO REQUIRED. THE
QP PROGRAM WILL ONLY ACCEPT FOUR-CHARACTER SCAC CODES. IF THE CARRIER IS
UNABLE TO PROVIDE THIS INFORMATION, ABI OPERATIONAL ENTRY SUMMARY FILERS
MAY MAKE INDIVIDUAL QUERIES OF THE EXTRACT REFERENCE FILE WITH
APPLICATION FI. CARRIERS MAY OBTAIN A SCAC BY CONTACTING THE NATIONAL
MOTOR FREIGHT TRAFFIC ASSOCIATION AT 703-838-1822.
