The PG04 record has a data element named “Percent of Constituent Element.” The description contains the statement “Four decimals places are implied. If the percent is 100%, then leave blank.” This statement will be amended to read “Three decimal places are implied.”
If the percentage is 100%, the ABI filers will no longer leave this field blank.
Example:

009000 = 9%
000900 = .9%
000090 = .09%
000009 = .009%
For Lacey Act the percentage field is completed only for recycled paper and paper board products. If the percent of the recycled paper and paperboard product is 100%, the genus/species and country of harvest are not required. If the percent of the recycled paper and paperboard product is less than 100%, the percent of paper and paper board product not recycled must have a genus/species and country of harvest records.
