CBP is announcing that the system modifications detailed in CSMS message number 10-000165 have been completed and will be operational on September 25, 2010. As previously described, there has been an enhancement to the daily statement output (Application Code QR) Q2 Record to display a new electronic invoice indicator. The new field will alert the trade that an electronic invoice is required for an Automated Commercial System entry summary transmitted with an electronic indicator.

The systemic transmission of the Invoice Required Indicator has resolved the communication issue described in CSMS message 10-000071. Consequently, the ports have been instructed that they are permitted to pursue liquidated damages or penalties based on the filer's failure to timely submit documents and/or electronic invoices for entry summaries submitted after October 12, 2010.
