**All Cargo Release transactions will be required to be filed in ACE on or before February 28, 2016. Any transaction requiring FDA, NHTSA, or APHIS-Lacey Act data must include this data on the ACE Cargo Release transaction by this date. CBP strongly encourages all filers to begin filing these transactions in ACE IMMEDIATELY!

This CSMS message supersedes previous CSMS messages (15-000761, 15-000773, 15-000804, 15-000838, 15-000853, 15-000886, 15-000942, 15-000964) regarding instructions on how to participate in the PGA pilots and may include updates and additional information, as noted in the next paragraph. This message will be valid until January 18, 2016. Please, follow this guidance to participate in any of the PGA pilot programs.

There are significant changes from CSMS 15-000964 that are highlighted here. The extended text in previous CSMS messages with certain explanations are now part of the documents that are posted to www.cbp.gov. The information previously listed in the CSMS message can now be found in the document titled "General ACE PGA Pilot Instructions," which includes a change to the list of CBP support staff. There are also changes to the support staff listed on the "ACE Certification PGA Pilot Instructions" and "ACE Production PGA Pilot Instructions" documents.

The most important changes to note are on the document titled "Overview of PGA's and their Points of Contact." There are slight changes to both NHTSA and FDA to simplify the process for all parties involved. Here is a quick summary.

All filers can file all commodities in all ports for NHTSA. There is no pilot call involved, but the entry numbers should be emailed to NHTSA for review after they have successfully accepted by ACE.

FDA disclaimers may also be filed by all filers in all ports with no pilot call. If there are technical issues encountered by trade members, those issues should be addressed to your CBP Client Representative and the CBP staff listed below.
